The Ontario Ministry of Transportation (MTO) Eastern Region initiated a Detail Design study in March 2021 (G.W.P. 4293-15-00) focusing on the resurfacing, operational improvements, intersection improvements and structural rehabilitation of the Innisville Bridge (15X-0062/B0) and Unnamed Tributary of McCreary’s Creek Culvert (15X-0175/C0) on Highway 7 from 0.9 km west of Pauls Road to Carleton Place, Lanark County.
The study was initiated as a Group ‘C’ project under the Class Environmental Assessment for Provincial Transportation Facilities (2000), however, through the design phase, it has been reclassified as a Group ‘B’ project with additional proposed scope of work.
The proposed scope of work includes:
Pavement rehabilitation from 1.2 km east of Pauls Road to 0.3 km east of Napoleon Street, Carleton Place;
Structural rehabilitation of Innisville Bridge 15X-0062/B0, and Unnamed Tributary of McCreary’s Creek Culvert 15X-0175/C0; and
Installation of new opposing left-turn lanes (eastbound and westbound) at:
Wagg n’ Whiskers and A1 Towing,
Innisville Ultramar, MTO Picnic Site, and the Laws & Orders Restaurant; and
Crampton Road/White Road.
The additional proposed scope of work includes:
Pavement limits have been extended to 0.9 km west of Pauls Road, easterly to 0.4 km west of Highway 15;
Installation of traffic signals at the Townline Road and Highway 7 intersection;
Fully paved shoulders on Highway 7 at Ebbs Bay Road / Drummond Concession 12C;
Fully paved shoulder on the north and south side of Highway 7 at the Innisville Road North intersection;
Fully reconstructed pavement of the right turn taper at the Highway 7 and Ramsay Concession 4A intersection. A partial paved shoulder on the north side of the right turn taper as well, and
Installation of left turn lanes in both directions at Highway 7 and Ramsay Concession 5A intersection.
The Detail Design is following the approved planning process under the Class Environmental Assessment for Provincial Transportation Facilities (2000) for a Group ‘B’ project, with opportunity for public input throughout. Upon completion of the study, a Transportation Environmental Study Report (TESR) will be prepared which documents the study and will be made available for a 30-day comment period.
